I’ve been using Foxit recently and it’s been good. I also tried a couple of other PDF editors - Infix Editor and Nitro PDF Editor Pro too and have found that they all have slightly different functionality. Based on your needs, it’s worth trialling more than one before you fork out any money.

I have been using Infix from Iceni http://www.iceni.com/pdf_editor_infix.htm & it works very well.
